As for the actual topic i'd go with Spain. Sergi Samper, the cartoon dog look-a-like is another Barca youngster about to get poached by us :D

You see these youngsters in Germany and Spain as their squads are weak, their finances are low and youth graduation is vital. England have so many good youngsters (majority foreign yes) but they're abandoned in the u18's as despite their quality, they can't break through at their wealthy top notch clubs. United got a few out on loan, Chelsea have some talent coming through and City are breeding some few as well. What a COUNTRY.
