By all means use your own means to judge this, but these would be my criteria:

1. How well each bought player has done
2. How many players overall were bought by this manager
3. Success relative to the amount of money spent, always bearing in mind that better players cost proportionately much more.
4. Funds raised from sales relative to player ability

Moyes.
John W Henry

Success is winning championships. It is nothing less than that. And when you win a championship - and we will - success isn't measured or accomplished by winning once.

Well in, that's who I was thinking of when I thought of this thread. Seriously I can't think of a player he's signed that hasn't turned out to be very, very good. That plus the recent big-money sales of Rooney and Lescott just completes the package for me.

Arsene Wenger. Sold two apes to Man City for 40M and bought the best CB in the league this season.

Last time I looked at this only Wenger beat him for net spend, could have changed now though. I'm just about to eat a few fajitas so I'll discuss it in a bit more depth later

Over the whole of his career though DaG? Several pathetic recent signings - Nasri, Rosicky, Arshavin, Eduardo...

Over the course his his career its no doubt Wenger. He's got a transfer surplus over the course of his career here and has bought so many top players.

Moyes hasn't made one bogey signing though, and he's never spent over £15m. World-class business

Neither has Wenger.

Toure signed for 500K, sold for 15M. Anelka signed for 500K, sold for 22M. Adebayor signed for 3M, sold for 25M. L Diarra signed for 2M and sold for 6M in less than 6 months.

Yep, Wengers record is better. But Moyes comes out top for me due to the fact he manages a far lesser club.

Wasted £18m on Arshavin, £11m on Nasri, £7m on Rosicky, and most importantly, he hasn't won anything for absolutely ages despite having the ability to spend and push on.

That's another criterion I should've mentioned; buying when it's necessary to do so. Wenger has in general been shrewd in the market but he hasn't spent enough, and maybe that's more important as far as this thread is concerned.

Good shout, although I think that wasn't quite as bad as it first seemed. Apparently it only amounted to £17m, but yeah, utter waste.
