Monreal, Smalling, Milner, Ozil, Scholes,

Some of the above are a couple who aren't exactly frank in stating their opinions, hardly ever shocking or controversial. You wouldn't see them, amongst others, saying more than a few words on the pitch.

Being a pro footballer, is being vocal a good thing or doesn't it matter in the slightest, [as skills pay the bills] and everything else is insignificant if you have the skill requirements in your position.

If the shyer, more timid players were a bit more confident, could they have been better footballers, or no?

I wouldn't describe them as shy or timid. All these players would not decline to speak if something needed to be said, footballers are constantly communicating; it's a basic requirement. In terms of leaders; every team needs them but they also need players who get their head down and do their job, too many of one or the other is likely to have a negative effect on the side in my opinion.

It's all about character and it wouldn't be natural for these players to adopt that sort of approach, so i wouldn't think they'd be any better for it. Being able to shout louder than the rest isn't necessarily always a good trait to have, Flamini being an example.
